When HB keeps reading texts from a guy and pointing out obvious statements that hes a weirdo, would this be considered an IOI? And when she does it how should I respond?

It could fall into the category I suppose but I wouldn't count it as some kind of invitation to be the anti-creep. Don't go thinking she's comparing this guy against you and you're coming out on top.

happened to me I just say something like
young cas:the poor guy just really likes you but just doesnt know how to show it. try this the next time he drives a half hour outta his way to circle the block you live on just to call you and say he was in the neighborhood u should tell him to come in for milk and cookies!!!
