You make small talk, run out of shit to say, then gradually stop talking for a while and one of you messages the other some time later only for it to repeat itself. You should have taken her out already or at least talked about it. How long have you known her for, and how did you meet her? The more details the better.

i did take her out once she said she wanted to hang out this weekend but wheni said hey im going to the mall come lets have some fun and she said maybe ill see if i can and didnt text back, about 3 months but it was off and on really, also after small talk wtf should i talk about like im building more rapport like what should i talk about

So man up and talk about that stuff. Who cares if she doesn't reply? For one thing, that way you'd know where you stood with her and wouldn't have to waste any more effort on her - also, she's not the only girl in your life is she? It's not like it's some big loss if she doesn't want what you want.

i like solomons advice. just text her and run some game on her use some routines to get her talking and tell some jokes or something making her laugh and get her in a fun/ comfortable state and ask her out and when you meet up with her run some more game on her and if shes just not into you then dont waste your time thinking about it and waste time wondering why move on. i know its hard to move on from a girl that maybe the one you like but theres millions more that are the same and millions that are better. its not hard to find them its just the fact of how bad do u want it?

i would call her when you had a chance and when you kinda know shes not doing anything and just talk to her on the phone and run a routine and throw in some joking so u keep the conversation "alive" and not a "uhhh sooo..." then at the peake of the convo throw in a false time constraint and set up a date.

no dont call or text everyday cus them u seem needy. the day of the basketball game call her and suggest to go together not as a date but go to start talking to her and have the oppurtunity to set up a date. take it slow no need to rush. a false time constraint is better to use in person like "i only have a minute cus i gotta go do this" something to let her know your not gona be there all day.
