But my sister has said some really mean shit to me and now I feel down. Its always like, Im happy for like 2 weeks, and boom, when someone says something really mean, then my personality doesn't want to meet anyone new or talk or go out. Its always almost like that.
How do you guys keep your outgoing-ness up all the time, even when you feel down?

Pretty obvious. The best way would be to warm-up first. I have the same problem. Start off by talking to a good friend on the phone or reading something outloud with emotion (don't go way overboard though). Have fun and you'll get into a talkative state. For instance, in a bar, 3-second rule. Open up the closest set no matter if you find any of them attractive or not. The point is to get into that state of mind. Once you get that adrenaline pumping, you'll feel like you're on a roll. Remember: Have fun!

If it happens as randomly as u say and ruins your day go for a short jog when u have free time that day, running naturaly puts you in a happier mood and allows to clear your head or what it is that is bothering you. If it happens while you sarging blow off the comment with a chuckle and keep smiling the facade you put up will eventually sink in and your mood should return.
In short be proactive about it and keep smiling
