That doesn't make her stupid. If I was a girl, I wouldn't reply to that either because it made you look like you were pissed off and I wouldn't want to listen to any more of that. You're making a big deal out of her saying something that you could have easily turned around on her and made her chase you. Until you learn to take advantage of their mind games you will get nowhere. When you call a girl, if she doesn't pick up then you should wait until she contacts you. Because you texted her after not getting through it made you seem more needy than you actually are, and this put her off. As for your negative reply, you should have instead said something like "that's cool, we probably wouldn't work out anyway" with a little smiley face. It shows her you don't take things too seriously, displays zero neediness and will get her mind racing as to why you think you wouldn't work out. Stop getting mad at girls and learn from your mistakes. You can't stop them playing games so learn how to beat them instead.

The other call she got was probably from a friend and she went out to spend time with them, and she forgot to call you back. No biggie, it happens. I'm a busy guy and I forget to do things a lot, so I know what it's like. People genuinely do make mistakes, and they do it often, so don't make a big deal of it. When you called her up a few days later she probably was busy, but that's no excuse to leave the decision in her hands. Because she hasn't called you back I would advise that you delete her number and don't contact her again, but in future if a girl does this, make the plans yourself. Tell her "If you call me chances are I'll be busy so I'll take you out on (insert day), you'll be free then I take it?". If she's not free she'll tell you when she is. You need to take control, don't fucking leave things in her hands because she won't call you back... as you can see. If she doesn't suggest a better time and insists on calling you, it's a no-hoper and you should forget her.

You need to stop taking things so seriously. Don't make such a big deal of everything... they're not being stubborn and if it seems that way to you it's because you aren't taking control of the situation. On a physical level they're more attracted to men of mixed/different race so you're at an advantage here. Stop making excuses and learn. You seem very bitter towards women and it's fucking things up for you. Stop caring so much about what they say and what they do and have fun with them for fuck sake. They don't answer their phones because of a lot of things. Girls carry their phones in their handbags, and they leave those around the house a lot so if they're on a different floor or they're in the shower or watching that show they really like or whatever, they won't hear it or be able to get to it in time or just plain won't answer. It doesn't matter what the reason is because they will get back to you... and if not, they aren't gonna be worth your time.
Your approach is confident. You're good at meeting girls and they give you their numbers. Unfortunately girls like to test you to see what kind of guy you are, and you get pissed off too easily... luckily for you this is easy to fix. Next time you get a girls number and you call her, talk to her a little about her day or whatever then tell her you're gonna go out to do something later that day or whenever suits you, and tell her she should come along. If she says yes then you know what to do, if she says no she will suggest a better time for you to meet up. If she doesn't suggest a better time, forget her. You need to be ruthless and weed out the time wasters before they get a chance to waste your time.
