I don't really think you can "build" attraction, per se.
Look - just don't be shamed out by your natural desires. Next time you see her do something that indicates you want to do the horizontal tango with her (touch, eye contact) or just tell her straight up - "I think you're really hot, let's do something about it." If she rejects you, she rejects you. There are 999,999,999 other women in the world.
"can't build attraction?" if there is ANYTHING true about MM or PUA is that if you game right, you WILL build attraction and they have NO choice....
The first advice I would give is neg her, even if you have known her for a while, as well as show that you are good and VALUED by other girls...this comes through stories as well as just a comfort level that you do not NEED her....if you want more details, we can go into that...
