Do you say it directly? Or do you do like my brother says and kind of lead them on or end up manipulating them. I love to be honest, but I don't know how honest I should be in these situations. It has worked for me before and failed too. How do you guys convey that message?

Your brother is half right. You shouldn't ever verbally say crap like that, because it will make women very defensive and it will make you feel like a whore. But you should be communicating your intentions with strong body language and other non-verbal communication, so that when you are resistant to a relationship it doesn't really come as a surprise, but she will still keep coming back to you in hopes that you realize she is the one.
At any rate, I have a 3 fuck rule. Meaning that wait until you've had sex more than twice, and then find out all about her and figure out whether or not you're looking for an LTR.
