At the gym, it may or may not have been an IOI, but it doesn't make any difference because you could have talked to her either way. But you didn't.
I would like to say that kino does not automatically attract. It can have the opposite effect if used wrong. It can be interpreted as an IOI, and if you are too obvious the girl may loose interest. Sometimes you can build some tension by avoiding it alltogether for some time, to your advantage. It is all about reading the situation, and that is a skill that you have to learn yourself.
For instance, yesterday I was on a corporate event dominated by men. There were only two girls. One of the girls was almost under attack by all guys, and they all touched her to show her their interest. She liked the attention of course, but nothing more. I chose the opposite strategy and avoided kino as far as possible, and made sure to be more energetic and more positive than all the other guys. How did it end? She started to do kino on me instead, and since she had her boyfriend right next to her when I was about to leave, she said something as modest as "we have to go out again sometime". But we all know what that actually means.
