I think what Tr@veler was trying to say is that a woman does not need to become a PUA to get laid. She can pretty much just open her legs.
Your friend could try joining this forum, but I am pretty confident much of the stuff would not apply to guys.
Just tell her to go into a bar with a sexy dress, get somewhat high, and let a few guys approach.

Women have to learn two things when it comes to dating:

How to show blatant interest to get approached.
How to end a conversation in case her interest dwindles.

To show show blatant interest she merely needs to make extended eye contact (4-5 seconds minimum) multiple times, smile, and raise her brows. Adding in preens certainly helps but you need to declare interest through eye contact and you can't be scared to do it. Or she could just go up and introduce herself.

To end a conversation she merely needs to say, "ok it was pleasure meeting you and I must run along." Adding in a warm upper arm touch will make it feel like less of a rejection.

When it comes to dating men have to learn to get in a conversation, women to get out of a conversation.

She just has to learn to telegraph interest. A lot of the same principles apply to becoming a more attractive person. Develop a look, eye contact, have your own life, confidence, etc... if she has trouble keeping a guy's interest after he's started a conversation with her, that's a whole nother ballgame.

I'd really be interested in the answer to this question.
