About your question...well, I could try to convince you about why you shouldnt have a scarcity mentality going on. I could try to show you that HB10 don't exist. I could tell you to go read some material to improve your game (while giving you the sources, of course). But I won't do any of that.
Instead, I will tell you what you want to hear.
If she is looking at you (which means that you are looking back at her) it means that she could be interested. In general we tend to dismiss anything that doesn't catch our attention, so by her starting at you, it's obvious that she's looking for something.
Now, just because she is "watching" you, doesn't mean that if you have the chance to talk to her, anything you say may work. Which means that you should at least have a minor game plan to get the conversation going. Maybe to hold it for a bit too. So, openers, routines, among others could be useful.
In terms of her cock-blocking friends, well, when you're in school they are inevitable. Have you considered befriending the cock-blocker? How about a wingman? How about going straight to your target and talking to her no matter what the friends do?
You definitely have some options, but if you decide to be brave, you have a 50/50 chance of making things happen.
