That's kind of an oxymoron... I mean the first part is saying DHV is a turn off... but the second part is saying you should create a buzz about yourself... which is a DHV. The only way to create a buzz about yourself is to have high value... unless you have negative attention, which we don't want. DHV just means giving yourself higher value, which from what I found out first hand, depending on your scene, college game is helped by DHV.
You want to be "that guy" at the party who everyone remembers and had a blast meeting. Build up a good social circle including both genders. I chose one club a month and made a point of meeting the bouncers, bartenders, and shot girls. I'm now great friends with quite a few of them. Introduce yourself to everyone you can. Be laid back and don't give a fuck, just have fun. Your outgoing vibe will attract people to you. That is how you create a buzz about yourself in college. Think of Van Wilder: he was very social, everyone knew him, everyone loved him, and he was the life of the party. Be Van Wilder... but not entirely... take academics seriously too. That's pertaining to the party side of college.
In class, it's a bit different. Don't be afraid to crack a small joke to girl next to you or strike up a conversation after class. If you look around the forums I'm sure you can find threads on college game.
As far as fraternity parties go, they are a good place to socialize. Getting cool with the brothers is a huge plus. This adds to your social proof and they can probably introduce you to some girls as well.
