Alright, how do you get a hot girl (she's 23, I'm 22)

I really suck at this.
Listen, she gave me her number.
She said, I should take her out to dinner.
Later that night I see her holding hands with another guy (she thought I went home), she was clearly caught off guard and didn't want me to see that.

I have met her 2 times before, I asked her one time before to do something fun with me. She politely blew me off the first time.

I am 80% sure if I ask her out for dinner again, she won't respond.

So how do I battle the odds.

By the way, this scenario was exactly a week ago. I haven't done shit since.

If you see her at a club/bar/party have better things to do than starring at her,
go around talk to other women, have fun with your gang. I guarantee that she will
notice this and be more interested in you.

If you talk again, don't be too easy, be a challenge to her.
If she ask's you when you both are going for that dinner you two have planned,
play it cool, tell her you are busy this week but you will give her a call the weekend after that. Make it more a demand than a question because you are the man!
