| Are you going to be a freshman in college? I can offer my experiences and perspectives from the standpoint of an American college freshman.
The most important thing to remember is that nobody knows anybody else. Unless 50 people from the same high school class go to a college, you are going into an environment where everyone is on their own. This means that almost everybody is up for meeting new people. You don't need a clever approach because of this. The vast majority of women will be open to a simple hello. That being said, meet guys too. That's even easier. The first week or two you can just walk through a dorm and start a conversation with anybody.
Drinking is part of the American college culture. I drank underage in moderation, as in no blacking out, throwing up, etc. But if you want an easy way to get women to your dorm room, it will help to have a way of obtaining booze. There isn't a need to obtain ridiculous amounts of liquor, but if you can keep a bottle of Captain Morgan and some red plastic cups in your room you can always tell a girl to come to your place for a drink or two before going to a party. If you own a black light or strobe, good for you because you will be able to turn an average dorm room into a night club with just one of those objects. The only trick to this is that if you have a means of getting booze, that you NEVER get a bottle for the girl. If she offers to give you $20 bucks for vodka, its always a no. Among other things, that's just an attempt for her to use you.
Ah, parties. I go into geek mode here because I wrote a paper that modeled parties in college. It's essentially a black market, and if you can play that market you will have a huge social edge. Make friends and go out. And, like any market, go to different places. If there's an area with open parties you should try to hit different ones to find what works best for you. I could write a lot about the details on that, but just starting out your goal is to know where the party is. Of course, the party should start, and hopefully end, in your room.
