Have you tried sitting in your car outside the local high school and whistling at girls as they come and go?

Online is great at that age. Or take some classes at a community college (psychology and English always tend to attract women). Or go to a gym. Or buy a dog and start hanging out at a dog park or wherever chicks with dogs frequent.

Facebook, Zoosk, pub library, school sporting events (not just yours) and maybe the mall. Hang around girls stores where the type of girls you want shop, than catch them on the way out when they feel awesome from shoppers high.

Also, if you have balls of steel you can do my old Victorias Secret routine from early college days. Just follow a hottie in, then go looking around at stuff like you are terrified of it. Then bump into her and say "excuse me, I'm totally out of place in here. I'm trying to get something for this girl I like but... I don't want it to be tooooo ... ya know forward, we've only been on a few dates."

let her lead the convo, and maybe even get her to try it on for you - BE CAREFUL with that, the reps are paranoid of creepers and will kick your ass out. Just acknowledge that you are feeling just a little nervous. (You can get away with it because of your age. if you were over 21 that won't work, girls will just think you are creepy.)
