Dutch girls are notoriously difficult to game. They'll have polite conversations with you and laugh at your jokes, but will NOT sleep with you on a first or second date. So, you're definitely best gaming foreigners in touristy locations, hostel bars, etc.
In your hostel, just hanging around the bar areas and making friends is fairly easy as everyone's in the same boat. If you've done a bit of research beforehand, you can start by asking about where people are travelling to, and suggest fun places to hang out you've heard recommended. It's easy to get out a nice mixed group of 4-6 guys and girls on your nights out.
During the day, the same daygame rules will apply - apart from instead of n-closing, you want to set up the "date" right there - hence why having the social group and the invite ready to go "me and my friends are hitting this bar here - meet us at XYZ at 8pm" works a charm.
Your main hurdles when travelling are pretty much logistics - basically your hostel room, or hers, or finding a quiet park or outdoor area you can fuck in. You have to do a certain amount of screening for the girl who's up for it (although on holiday, a lot of ASD is taken care of because girls will be more up for doing "slutty" things when their home peer group is not around to judge them.) plus just getting her to show you her wild, adventurous, spontaneous side

Go on a boat tour, there's one that meets in Liedseplein and have the tourguide take you around the Jordaan area, where you get a sense of what 'Dam used to be like before all the stupid neon and Argentinian steak houses sprung up
DON'T go on the stupid "pub crawls" they're always selling to tourists where you pre-pay a certain amount and get a drink or two at a bunch of bars. It's a rip off and the bars are all really shit. Also be warned - a lot of the (more touristy) places will charge you to use the loo. I hate this, but that's Centraal for you.
