I see girls use cell phones like shields on the USS Enterprise!

You could be standing somewhere, established and minding your business, such as a bus stop. A girl walks up, and as she nears you, she whips out her cell phone and starts talking or texting. Talking is the worst because some of them talk from the time they show up, to well into the time they reach their destinations.

And the worst talking offenders are the ones who finish one conversation, and then dial someone and start a new one! That means you get no chance to approach her without interrupting her conversation.

Do any of you know how to get them to lower their shields? Any techniques?

They could be legitimately talking to someone ie not using it as a shield. Alternatively, you could make the approach before the girl even has a chance.
