I was out with a friend I hadn't seen in a long time, I say friend, theres always been this sexual harmless flirting between us.

We were just wondering around shops, generally enjoying each others company. We were both touching each others arms quite a lot and then we started holding hands. If a girl holds your hand, does that mean shes ready to be kissed?

i would say

YES

i might even go a bit further and say she has deep feelings for you. idk. i can't see any girl holding a guy's hand unless she really has an emotional connection, not just sexual.
