It's not legal, but nightlife is not part of society. Clubs are owned by gangsters and stuff. It's like the porn industry.

It's perfectly ok to talk to women in the street, in a cafe, on the subway, in a shop. Just open with a smile, say hi, and deliver a nice compliment. Introduce yourself, and have a conversation. It's really that easy.
