It's a skill we learn like anything else in life. You'll progress the more you practice. Make sure you learn from your mistakes, because that's a real key. If you take rejection to heart you'll go no where. After it, just run it back through your mind - what happened? What could I have done better? As I've read/learnt, blaming the girl will get you absolutely nowhere. Blow it off your shoulder and move onto the next one. try and get out more than twice, just maybe for an hour going into a club, so you dont lose momentum of going out.

be out of the house and talking to people as much as possible, watching tv? go for a walk and make a challenge to speak to random people/women even if its just saying "hi" to ever person. doesnt have to be women, even old people. pua is a lifestyle not a hobby. took me a while to fully realise this stuff.
