So me and my friend went to the mall, bought some stuffs then we went to happy hour, after that we went back to the store where we bought stuffs before and hit on the girl that works there. She was showing some IOIs, I negged her, did some kino like hugging and rubbing her arms, she was okay with all that, she even played with her hair quite a lot and walked with me around showing me stuffs in the store, even tried to defend me while my friend was giving me negative comments. But then at the end when I tried to #closed, she said she cant give you my number because she has a bf. I replied that I have 3 goldfishes if that really matters She was just being quiet while I tried to hand my phone to her. I was like okay, then paid and left.
I wonder if that was her shit test or a valid reason or it's just because she isnt allowed to give her number for customer

Girls at stores, bars etc. will often be extra nice and flirt with you because that is what they are paid to do. It doesn't mean that they are super into you. Always go for the close regardless however as there is no way to know for sure. You did that and she refused. For godsake grow a pair and move on.
