Do we approach only if we get IOI's??? or do we randomly attempt to speak toany girl?

Depends What you want, if you want to be a social guy (and also good for building confidence) approach both guys and girls, strike up spontanious conversations... ofcource you may fail with the girls, but failure is good, we only learn by failing, because based on failure we improve. (if us puas had of not failed so many times or not had the balls to approach, i am sure we wouldent have learnt pua techniques and how to better ourselves in this aspect of our life.)

A ioi is only really an indication of interest, whether you have it or not, to start with you can still get ioi later on, even if she didnt give them initially.

I am pretty new at this myself, but yes ofcource you will get their, if you work you ass off, push your boundaries to the limits.
