There is no step-by-step approach that works 100% of the time. Hell, there isn't a step-by-step approach that works 25% of the time! Human beings are too complex, not to mention we're all different. So it's futile to even consider this. At 16, you shouldn't be worrying about this anyway. Work on building a close group of friends, polish up your conversational skills toward strangers, and build up your abilities to move from one social circle to another at your school as ItsAlwaysOn suggested. The latter is THE most valuable skill you can have in high-school/college, as being the go-to guy who can be Alpha in any social group can give you a lot of social currency to use toward your reputation.
