Nesho and Jelly have some really good points on this issue. It is pretty complicated and depends on the situation and how you actually tell the girl.
First of all, telling a girl you like her is basically saying, as Nesho pointed out, "You no longer need to try to get me, you already have me." And you know how people want what they can't have - this is the basis of push / pull and cat-string theory.
So is it okay to tell her you like her? Eventually and to a certain extent I would say so. As long as you don't come off as desperate, clingy, or too forward with your feelings then she probably won't lose attraction. I would do it very carefully though, and play your push / pull very effectively. If you are going to tell the girl that you are interested in her, like actually verbally let her know "Okay, you've got me," then you need to also let her know that you don't NEED her, you just LIKE her. You enjoy spending time with her, you like her personality, shes cute enough, whatever.
Don't convey that you need her, convey only that you like her. Once you've told her, play push pull. Spend some time with her, then go hang out with your friends. Go talk to her, then say you have to go right when she's getting into it. I'm no expert at push / pull and I recommend you read more on the subject, but this is my advice to you.
