No wonder you don't gain weight, that is not NEARLY enough food, particulalry with your workout schedule. I eat 2800 calories per day when I am CUTTING weight (but my training and conditiong program is fairly intensive). Most people when bulking will eat around 2500 calories, but age, height, metabolism and many other factors can impact this greatly. I know guys who are hardgainers (fast metabolisms) who eat between 3000 and 3500 calories while they are bulking.
Increase your intake and you will see results. That is all there is to it.
If you think you will find it hard to keep this up the easiest way to increase your calorie intake is to drink large serves of whey protien (a balanced one that includes carbs) shakes with full cream milk. You can easily up your intake by 400-1000 calories through doing this alone. If possible try and drink only 2 shakes per day. One first thing in the morning (for fast release protien after your sleep) and one after your workout.
I have said this before but weight gain/loss is a mathematical formula, not something that some people are simply exempt from. If your calories going in exceed the number of calories you expend, then you WILL gain weight.
