I want to meet girls at my college to hook up with them and to at least consider if I want to make them my gf. Once I meet girls I have the tools to attract them to me, but right now I'm just struggling with meeting girls outside of my dorm.

I don't really have any friends who party and I feel a bit uncomfortable in the party environment, whereas I feel very comfortable in other environments. I just don't really enjoy the party SPAM, don't fit in very well, and am not very close to the people I know who do party. Given all this, should I still go to parties to meet girls, and where else besides parties should I go to meet girls in college?

Join organizations in college related to what you like. Study law? Phi Alpha Delta. Interested in activities? Go to your Student Activities office.

And even though you may get the idea of wild parties, I strongly recommend joining a fraternity. The true meaning of a fraternity is to make each individual a better person. Look into a fraternity thoroughly before you join; if they make you do things you wouldn't do normally, it's not the fraternity for you. Look for a varied group of guys who enjoy having a good time.
