a friend and i are just chilling in an empty classroom on campus because we have 20 min until our next class. we didnt know whether or not if there was going to be a class in that room or not.

5min after this HB8 walks in looks at me and smiles and i just said something like "we're just chilling" cause she looked like she wanted an answer. 10 secs after she sits down at a desk she asks "are u guys in this class"... clear IOI and my friend and i just responded with a simple "no"...

my friend leaves the room to go to the bathroom and i felt like it was a perfect time to approach her but i didnt.

Well you just talk about whatever you guys might have in common. Being at university is a good start, you could have asked "what class are you waiting for?", "economics..." "cool, what do you think you want to be?" etc.

dude u didnt even engage her in conversation, thats the first step you responded to a question with a one word answer and didnt follow up from there

obviously all you had to do was start talkin about anything and then when she responded you could act in your particular manor of pickup

i wouldnt suggest a "neg" right after she re initiates conversation unless your going for a more im the prize type deal, in fact you should have rewarded her good behavior with an ioi and then mayb ioded with "so you come to class early? tryin to get brownie points with the teacher? or you just love to learn" then she might qualify herself or you can at least continue the convo from there
