So, I went to the bar tonight and we made eye contract right as I walked in, but instead of holding it and smiling, she breaks it and turns around. I still head over to say hi to her, but she bolts up the stairs. Later on in the night, I'm out smoking on the patio and she walks by me. I look up to say hi to her and she sighs and walks inside. I'm now absolutely sure this is going no where.

knowing that she didnt show any interest i wouldnt have opened her directly with a 'hi', but rather ordered a drink from her while having your smoke to at least give you a chance to possibly disqualify yourself and display your personality.
if she didnt show interest initially and its clear she was running from you, then following up with a direct opener is definitely not the way to go.
