Okay - I seem to do this a lot. I chat to a girl. We get on really well. Then I don't know where to go.

A more specific example - I met a girl at a party. Started chatting. Conversation gets on to best places to visit in Japan. Also while she claims to be gay when we first meet, she later claims to be veering towards bi, which I think I should take as an IOI. Anyway, we spend the rest of the evening chatting and generally getting on well.

It gets late. She leaves the party.

Okay - this is just an example. She's 90 miles away so I don't really care (although a k-close would have been nice), but still. I should have been able to get her number but couldn't quite work out an opportunity to ask for it.

I guess I can't work out where I need to improve. Should I have teased and flirted a bit? Found a reason to exchange numbers? Should I be more definite about what I want when I start?

I realise I'm a bit light on information here. I don't want to swamp you all in irrelevancies. Will expand on anything if it will help.
