sounds like she's trying to neg you. if you dont like what she's doing, dont respond to it. make her feel awkward, and then change the subject. you not responding to something she said is very powerful because this allows you to control the conversation. girls appreciate you bringing them into your frame. at this point you can transition into something more fun or interesting.

Tell her you'll make it rain at some made up time... say 4 o clock.
Then before she come back to you at 4, e-mail her out of the blue and tell her looks like the rain came a bit early.
From here you've got three options, either by some crazy chance it stars raining.
OR
Google weather reports and see where the biggest storm is and tell her you didnt say where you'd make it rain.
OR
Play cocky funny and tell her it is raining, she must have gone mad.

Move away from her lame little game and try stay in control next time she tries to take the piss.
