So i am in my first year at university and there is this really HB9 in our class, pettite, blonde. I keep catching her staring at me and even my friends notice it too. Usual this kind of thing wouldnt happen to me. I think shes unbelievable, but i havent talked to her yet and she like me is pretty shy. Anybody have any ideas, anything welcome, im really not sure how to approach her. Thanks.

Go up and talk to her.
That's it.

She's sending you IOIs, that or she thinks your hair is silly.

But either way, go up and say hello. You don't need a specific opener, but if you have something to talk about it can help. What's the class on, talk about that, have an essay/project coming due? Ask her for help, say she seems to know what she's doing and you thought she could help.
