I was out the other night and some strong kino started up between myself and a girl I have classes with. We have flirted quite a few times before during the day and have had a few text conversations but this is the first night we were out together. She was touching me on the chest and arms as we interacted so I figured I would take it a step further and took it upon myself to put my arm around her waist and shoulders a few times and she reciprocated my actions. When we walked back to campus I gave her my coat and without asking she started rubbing my back and shoulders as if to keep me warm. Do you guys think these actions are IOIs????

I'd say go for a kiss close next time the two of you are alone. While kino is a good sign, touching your chest is a very good sign and it sounds like you're good to go.

What you should have done is kiss-close with her.
She is definitely interested and probably still waiting for you to make your move. You can either do Mystery's kiss close or you could have done a compliance test by squeezing her hand, if she squeezes back then ask her how would she rate herself as a kisser. She gives you a number(probably a high number), go in for the kiss, then neg her after and hug her for the neg.

Yeah, just do whatever feels right. You definitely have to take the initiative to further the relationship though..especially in this case, where it's pretty evident that's what she wants.
