So, i've heard about this, but this is really the only forums i trust.
So:

-how and under what conditions?
-can it be dangerous/is it safe?
- does it really work?

p.s. if you could answer me this: i'm overweight and i have some fat in my penis area, if i were too lose some weight would my penis seem bigger?

Yes. It will literally BE longer(externally), because less fat is covering it. It's not going to be day and night though. Probably less of a visual boost than circumcision.
