Yes many men will, and most will be turned off hearing a number with two digits or more. Some that may be bothered by it will pursue you anyways because they think they can get the same for themselves. However, they may be turned off for a LTR.
As for a number that is too high. It depends on your age because if you are 21 then you saying you've been with 3-6 guys may be relative. But if you are 21 and have been with 30, well they are going think things. I'm 33 and I have been with over 130 women, yes that bothered my current LTR a lot! My number came up a fair bit in field with pickup also how many women I have been with. Some were asking to qualify me and others were using it to disqualify. I usually said something like, I don't kiss and tell, that is private. Being a little classy typically got me a lot of latitude on that. Especially being female most men won't push their luck on that question but as a guy I got pushed on women knowing that a lot at times.

Dress for the type of guy you are wanting to attract as someone said already. If you want a general good guy then dress like the girl next door going out on the town. Wear a nicer cocktail dress if you are looking for a guy with more class. It also depends on where you are going of course. Most men that I've coached and my friends would agree that showing a little skin is good but the slutty thing can definitely turn a lot of guys off.

Not always, but there are going to be more people in bars and more potential for you. Then again a coffee shop could be equally as good but most people who go there are going there to sip coffee and do their own thing. Most men at bars are on the prowl so to speak. Again it depends on what you want if you want lays, makeouts, or relationships. It is a little more common to see people making out in a club than a coffee shop.
Should you expect men to buy drinks? If he has any game he won't buy you one. Sure if he's offering enjoy the fruits of your labors. I would say the courteous thing to do would be to buy a round if he bought one though, or at least offer. Some will want to do it just because. If he insists, well... who are you to argue let him feel good about himself.
No it does not seem aggressive if you make the first move, depending on the move. I know some women PUA who've gone as far as doing crotch grabs to meet guys. Anyways, I digress, being direct can and will be helpful. Keep in mind most men, present company excluded gents, are big dumb guys not paying attention to all the little signals and non-verbal communication most women are giving us. Things like batting eye lashes, smiling at us, etc. we don't always notice. Granted it is worth a try to start with those things but when in doubt you can wave at him, wave at his friend to get his attention, or whatever. Then again you could definitely approach the guy as well. One of my female PUAs favorite things was to walk up to a guy and say, "I'm bored , you should talk to me - "Or my friends are all dancing keep me company."
Remember most men are big dumb animals, and a lot of us are shy and unsure of ourselves. You'll find a lot of good guys hanging out near the wall, holding a drink about chest level, and praying/wishing someone would talk to them.
