What they mean is: They owe you nothing in exchange of what you're offering on a physical or emotional level. Girls like to be stimulated either by a good looking male or a confident male or a charismatic male or SOMETHING.

They will not emote if they do not see potential there even in the slightest.
Be happy and confident in yourself when going about any conversation you have, trust me it will pay dividends.
