I'm talking to a lot of girls through a dating website and I'm pretty sure I've got a "get the number" routine down pretty well, but I guess I'm finding it a little difficult to get a date set up without seeming needy or inferior. I'm being cocky funny and it's going down nicely but I find that girls need a lot of comfort building to meet up, even though it's in a public space. I guess I'm wondering at what point is the right time to suggest the date, and how to suggest it while still placing YOURSELF as the prize and not her.

Screw prize shit. I'm the prize so i want to meet up and have a good time with you. I'm the prize so I'm entitled to what I want and you're just a new experience to me. Not I'm the prize but I have an online dating profile, and have time for back and forth flirtacious text messages with a stranger.
Just say "let's go out. What night are you free?" Prizes dont have time to build comfort and have enough women that if she doesn't reply he's lost nothing. Prize does not mean you're asexual and cant show interest in meeting someone sooner rather than later.

This. Girls are online to meet up in person. Just ask them to go out. I often set up the date via message after maybe 2-3 back and forths, girls are on here to date! TAKE ADVANTAGE OF THAT!
