How can I go out and approach anyone when I dont know if they'll speak english or not? I thought it could be an advantage because they wouldnt think of you trying to approach but more like a foreigner that might need help, directions, etc... How should I approach women in this situation?

Or you can game using confident body language alone, by eye contact and smiling. Strong eye contact is key. Then go up to her and communicate using signals, sounds, and facial expressions.
