Where can you go with complimenting, if you are a good looking man can you get away with giving compliments.
I always was told to not compliment especially on looks, but I've seen guys, especially foreign men do it, and it seems to work, what if attraction is already established ?

Everything is relative. Its true that a girl will let you slide with almost anything if you are good looking and/or have already established attraction.

Foreign men get a hall pass in cases like this because women can use the "well they are European so its normal" excuse, which is complete BS. Its one rationale women use to lower their ASD, or in other words, just bathe in the foreign attention.

I think complimenting on looks is fine as long as you arent saying "OMG you're so beautiful." Calling out little changes in her wardrobe, hair, earrings etc. will let her know that you are paying attention to the little things, not just throwing out vague compliments.
