I am starting to excercise and walk up this pretty steep hill, its the only steep hill there is which means it is packed all the time.

Heaps of talent coming down/going up. About 50% have their headphones on listening to music, should they be ignored?

Often make eye contact and smile but that seems like the limit of what can be achieved.
