A lot of guys out there I'm sure experience this type of issue. Maybe a woman says one thing with you then the next time you mention it, its entirely invalid, like their entire minds have changed since that last moment?

Something i recently noticed that has really helped against flaking is that before you ask anything of the sort to hangout, say over the phone or so it's always important to bring back the positive emotions they were feeling, based on some sort of nickname or inside joke you guys have developed. (also an idea to keep in mind to create some sort of nickname of the sort, or something humorous)

Even imagine yourself, are you more likely to respond positively to hanging out with someone if you have been put into a positive mood showing that you guys have a good time hanging out together? Girls respond a lot more to emotions, that's why they will do things they don't mean to, or say things they will change their mind about later.

Also to mention, you shouldn't really call to hangout a week in advance, maybe a day in advance i think would be good so that you can refresh her emotions but still be able to not be too short of notice, unless you were calling early in the morning the day of.

In theory, this is sort of like anchoring in NLP, when you say something in the tone, or maybe even if you text the words she will immediately remember the tone then the emotions she felt with it.
