Tell him that you like each other with the girl, its mutual and ask him if he would mind if you guys would be dating. If he is a good friend, he won't mind. If your firend has a girlfriend now, than its 100% sure he won't mind.

Be honest with friends, don't do stuff behind their back. It's better if he hears it from you, than from a gossip.

That's what i think their relationship was short and now he has a girlfriend so

I didn't make any moves with her we just started chatting and i found out we have similar past and we have been through a lot and we got so much a common
