21 / 2 + 7 = 17.5 years old is my max I should stick with and refer to for

While this is an interesting calculation for people in their later years. But it is moot for anyone 18/19 or in their early 20s, since it may result in an illegal number for age.
Just follow the law of your jurisdiction, they exist for a reason, if you don't follow them, you will get in a lot of trouble.
Most states have reasonable age of consent laws, with close-in-age exceptions. There is no reason why anyone should violate these laws. Being 18/19 is no excuse, if it's against the law, then it is against the law.
The original poster is from England, where the age of consent is 16, so he is not violating any laws.
But there are cases around the United States, where certain states have even prosecuted minors for statutory rape of other minors, eg. a 17 y/o boy having sex with his 15 y/o girlfriend. So know your laws and don't fuck around with them, because you could end up a sex offender for the rest of your life if you don't.
