I know that I shouldn't be asking girls for permission to touch them, but what are places that are considered as safe(as in where to touch them). I don't want to come off as to aggressive in the beginning and end up being a creep.

Hey, just try to escalate slowly. You need to understand that women and men have different "speeds" when you escalate physically with a girl it should be like a small curve. There are lots of excuses you can use, you can talk about her hands and point the fact that she has a ring or that she doesnt and start by touching her hand and try to work your way from there.
