sorry about all my stupid questions today. I feel like I am losing it so I have to go back to the basics.

when a girl is walking toward you and you walking toward her on the street, is there a way to get her attention? saying "hi" hasnt worked. I have also tried saying "excus me, do you know where is" usually I get directions and that doesnt lead to anything. I have also tried "excuse me. hi. listen, I'm flattered, but i'm sorry, I cant be your boyfriend" usually they think I am some crazy guy and they get the hell out of there.
(well I cant read their mind so I dont know what they are thinking, but this hasn't worked)
so how do you get someone's attention?

I suggest ditching that boyfriend line. It sounds like it would only work if the girl was stationary and already giving you IOIs.

Walk towards your target, say your opener and make sure your feet are planted. If you think she's beautiful, then tell her.

Example: You see a hottie. You walk towards her, smile at her, say: "Excuse me, you are absolutely beautiful." (plant your feet while you're talking). Introduce yourself and go for the handshake.

I have tried that and so far I have been ignored or smiled at. That's it.

i think the important part of the line is not the line itself, it the planting of the feet, so it show her that you want to stop, and she might as well.

As That1Guy stated, the most important part is actually stopping the moving set by planting your feet, however, I still recmommend that you go direct. Telling her that she is beautiful is not lame. I seriously doubt guys walk up to her, plant their feet and tell her how they really feel on a daily basis.

umm...i'm sorry but if you really used that you must be crazy...it's not all about lines and shit...think about the situation logically

why not just tap her on her shoulder and say hi, or just stop her by getting in front of her...don't be some domineering weirdo

Tapping her on the shoulder while you both are walking in opposite directions is not a good idea.
