Happy new years all!

Regardless of location (whether it's a bar, a mall, the street, etc) the opportunity is always open to greet a woman. But often at times there's a situation where you're casually walking by a woman who's attention maybe focused on something off to side instead of forward. Should eye contact always be made before greeting a woman? I feel that sets up the encounter. Thoughts?

Eye contact isn't mandatory whatsoever.

Some girls may not notice you for a variety of reasons:

-not attracted to you (which doesn't preclude you from BUILDING attraction)
-focused on other things
-shy (because they ARE attracted to you)

I never wait for eye contact, but when I girl is eye fucking me I approach within a second.

Recently, a girl gave me this look while passing by me in the club and I followed her and I grab her arm and told her something, not even sure what. Next day, she told me she knew that I was following her, but she expected me to hang around there like most guys would do. Once I approached her like that, she said she loved it and she knew I've been doing this for a while. She even read The Game, btw.

So, if a girl is giving you eye contact, approach. If a girl is not giving you eye contact, approach.
