with all the respect, this is just stupid.
It's not that stupid.
It follows the brad pitt theory that Neil Strauss talks about in the Game.
If it was Brad Pitt asking her out on a date, would she flake?
No she wouldn't, she flaked on guy X because she's not interested.
For one, theories are theories. Unless you field test them and decide whether they work for you, they don't mean much. Neil's frame on this is "I don't chase girls", which is fine and which I agree with. As for BP, I kinda don't care about him.
You have to realize that a girl can flake on you for millions of reasons. And you shouldn't care if she flakes on you or decides to go out with you. I used to be that kinda guy who would would get pissed and delete her number if she wouldn't respond in 10 minutes.
Deleting her number is "low value" thing. It shows that you care about her, even though you're trying to convince yourself that you don't and that you're a real man who doesn't take shit from some bitch.
If you really want to show that you're strong and alpha and shit, don't show reaction. Show indifference. Nothing hurts like indifference.

If the girl suggests an alternative time and place, then she's probably interested.
This is actually true, but this can change. She doesn't have to like you that much to sleep with you. Next time you call her, she might just want to get laid or she's looking for validation or million other things. Unless you try, you can never tell. And you don't lose any value by doing this. No one can take value away from you without your consent.

This is actually pretty legitmate, girl's moods do change.
I have had girls that flake, then later change their mind.
Which is why i usually wait till they do multiple flakes, and by this i mean, she waits until the last minute to cancel on me.
I do keep a lot of numbers of girls I don't talk to, so I have a small library going on. I just rather not deal or be reminded of girls that have no value and no history to me.
