To make a woman come, it's all about consistency. Fingering is much better for this purpose than penetration, since you can target her clitoris and do some light penetration with your fingers all at the same time.
The first thing you should do is to know where to find the clitoris. I know it sounds ridiculous, but you'd be amazed to know how many men out there are unable to find it. By the way, I'm not talking about massaging the clitoris area, but to actually massage the clitoris itself (bean-shape tissue).
