Put yourself in their shoes and the answer will become clear. If a hot babe walked up to you and started chatting you up, would you like that? Of course. If a foul smelling homeless women came up and asked you for change, would you enjoy that? I suppose it depends on your taste, but most likely not.
So now flip it around. Most women get approached by the equivalent of the homeless person. Some guy comes up seeking value. "Oh, you're so pretty. Gosh oh gee." That is not going to hit the attraction buttons because all it really communicates is, "you have something I want. I'm needy." But if a guy walks up with confidence, a natural smile, perhaps a bit of mischief in his eyes, and says something to make her laugh, or says something that sparks positive emotions, then her interest is hooked, at least for the time being. The trick is to keep it rolling.
Personally, I make it a point to walk up to a few random women every day and make a quick funny comment or a quick back and forth before moving on. 99% of the time I get a positive reaction. I am not seeking value. There's actually nothing I want. I'm also not bowing down and worshiping them. I'm a cool guy, in the middle of my busy day, taking a few moments to connect with them in a non-needy way. This reinforces in my own mind something many people still need to learn. Most women are pretty nice. Especially when you approach during the day. The so called "bitch shield" you might encounter in the night club is gone.
Oh, and I have a date tonight with a girl I met on the train platform this way.
