I really hope its not true but I want to hear ur opinions. Can you really take someone who doesnt find u attractive (finds you ugly) and them trick them into having sex? Or maybe can you find someone who doesnt find you attractive particularly or unattractive (like an average joe shmoe) and trick them into a hook up?

No magical tricks like your thinking of, you can use the heat of the moment, but its still their decision. If you force someone to have sex thats rape, and PUA's dont do that.
