There isn't much to find on the link kasabi has, but I found a site that lists tons of nightlife venues for people under 21. Maybe one of them will work out for you.

I live in a small small small town with really not much but a walmart and a lot of AFCs go there to pick up women. It's 24/7 so hey, whatever works. Take a night with your wing and just try to go into every place that you find open. Maybe one of the place's vibes will click for both of you. I'm out of ideas to suggest since I don't live in your area and definitely not underage :-P
