Perhaps talked to a friend/parents, who said the age difference was too much? In other words, she flaked on you as you didn't meet her requirements.

She's a girl, girls love to flirt. She's under the age to buy alcohol, that prospect alone would be a temptation to her. Again, at the age, girls are stupid and naive, they've not experienced the bombardment of guys hitting on them yet to build up a defence and be more selective of whom they give their number to.

From my Experience, any girl under the age of 19 has been a total moron. They lack life experience and maturity. Yes i realise that i am generalising a lot.

There's your key word. Mature. A lot of women NEVER mature, let alone a 15 year old. Do NOT try to get into something serious with someone who isn't mature. She may even ACT mature, but part of the reason why she's flaking already points to her immaturity, or specifically, lack of wanting to be tied down so early. I was a relationship kind of guy at your age too, and that's not a bad thing. But most people, and especially girls her age, aren't looking for anything serious. They want to test drive A LOT of different models before they purchase. You're going to need to do what I did and CONSTANTLY remind yourself that there are millions of women out there, equally if not more attractive with great personalities. I know it's easy to get stuck on one, but you need to learn now, NOT to give your heart away so easily. Please don't make the same mistakes I did.
