This has happened a couple times to me previously, but i've dated girls and seen them for about a month. Around that time they tend to pull back and become distant. Now i've fucked shit up in the past, but this time round I froze her out and whowuddathunkit she texts be out of nowhere a few days after the freeze-out.

I go back to busting her balls and flirting via text, but when I tell ask her to come out the following week, she does a complete 180, flakes and apologises.
Following that, I talked to her a bit over chat, ask her what's up and she's a bit hesitant sounding. In the end, I got frustrated and told her playfully that she annoyed me and that I wasn't going to talk to her again. End of convo
Couple hours later, I get a text from her where she apologises about being so bitchy recently, again says she's really busy, and that if I wanted to talk to her, she'll be on chat.

What do I make of this?
IOD? IOI? 'Let's just be friends'?
*I've stayed over at her place a few times, and we've made it to 3rd base but no F-close.

I'm thinking just ignore it, because this girl isn't worth my time if she doesn't meet me halfway.

In all seriousness, don't chase her. Next time she contacts you to "chat", say you're busy and can't talk at this time and schedule some other date at a time which is convenient for you.

Also, if you guys do chat, be the one to end the conversation, like 10 minutes after it started. Act like you're busy, so far it seems like everytime she wanted to chat, you were wiggling your tail like a happy dog.
That might be the reason why she's flaking you. Make your move, if you've been to 3rd base, just run a little more and make it to the home plate. I mean you're on the right track, you could escalate, just make it sexual and you'll fclose.
